On page 4, after line 27, insert the following:
‎ "(10) For the purposes of this section and unless the context clearly requires otherwise, "school" or "public school" means the common schools as referred to in Article IX of the state Constitution, but does not include charter schools established under chapter 28A.710 RCW."
